How to get that liquid wavy hair?

I'm African American and have 'negr0' hair. But I've noticed hispanics and some white women with natural wavy hair. Remember Eve from American Idol? She had short curly hair that was shiny because of gel I think but I don't know. Is it possible for a me, a black woman, to create that same effect? Is it with gel, or something else? How do I create the effect? What do I need? Is it bad for the hair (cause split ends or something)? My hair goes to the bottom of my neck. Will I have to apply the stuff every day? How much? Does it take half the Jar?

I don't want my hair to be Gelly. I want it to be Shiny and super curly and cute. Maybe it takes more than a special Gel. Is there more that I must do? Please help.
